O primeiro critério de autorização será para os ambulantes que aguardavam abertura de vaga no Cadastro Único do Comércio Ambulante (CUCA).

Também terão prioridade aqueles que comprovem que já exerceram a atividade de comércio ambulante em um dos bairros há mais de 12 meses.
